Thanks Stuart, I was thinking this may be the case. It does have a resistor fitted at 2 o' clock. It may have been silver when new but looks black now. Is this fix consistent with the symptoms? It may be the way to go anyway, I'm ok with the bumper removal, and I'm sure the wiring is relatively simple.
