We managed to sort this in the end by drilling the bottom of the sleeve out and re-threading it from the other end using a long bolt with grooves cut into the sides. We then wlded on a new cover at the bottom. On the plus side, because my car wasn't where I usually park it, it was saved from being hit from my neighbours fence falling down.
