With a small amount of tech, you can 'spoof' a number to make it look like it's coming from somewhere else..... or they have a VOIP (Voice over IP) setup for each area code they want to have a go at.

It's the same with emails, a little bit of work by a tech-savvy bod, and you can make it look like the email is coming from someone else.
