Might be worth checking that there is a feed to the horns, or they are earthed. If they were working before you took the bumper off then there is no reason to suspect they wouldn't work when you put it back on - could be a broken wire in the loom to the horns.
Yesterday I was still scratching my head over this one. This whole saga started with a stuck bonnet!! Like Topsy it grew so - whilst fitting the new AC condensor, O/S wheel arch liner and a whole pile of SS slam panel fasteners and a re-gas I removed both horns just to clean up the slam panel (and replace a horn loom tie wrap on the N/S) - nothing else was disturbed. On one horn the terminal fastenings were corroded so I gave them a light wire brush and covered them in Vasaline and when I refitted the horns I also Vasaline'd the spade terminals on both horns.
So last night I removed both horn assemblies, degreased/cleaned out the clench nut slam panel fasteners and both fixing screws with a brass wire brush. Gave the same treatment to the horn brackets in the areas where they contact the slam panel and refitted everything making sure that when tightened whatever touched the body had a nice film of contact grease; the N/S bracket has an anti-twist lug and the slam panel doesn't have a cut-out (like the O/S) so both insulated spade terminals come very close to the edge of that part of the slam panel - I tweaked the bracket outward about 1/8" inch to give things a bit more clearance.
Ignition 'on', nice loud two tone toot so my guess (and as you hinted) the horn backets are an earth return.
The daylight was going so after quickly/loosely refitting the bumper I found I was down to mono horn - I'll get back to it later today but at least now I know what's going on.
