I can see why this law is difficult to enforce, that's most probably why they want to handover the responsibility to the general public, get us all to do the leg work for them.
The enforcers can then sit and wait for the video uploads to come rolling in, then dish-out the fines via the registration plates being filmed.
Brilliant idea really...
