Have seen this fault with a dodgy (aftermarket) brake light switch - Spent ages going around in circles with this.
You may find if you disconnect the ABS unit that this "fixes" the problem. It seems that some aftermarket switches lack the ability to switch properly.....
However, given you other problems, that this is a red herring? Check for corrosion on the brake light switch, and wet carpets?
