One thing that they haven't considered is that plenty of households, spread christmas visits over a few days, one part of the family go Christmas day, another on Boxing day for example and therefore wouldn't see with one another. By restricting the visits to Christmas day only they are forcing together people who otherwise wouldn't be in contact with one another
