The short answer is that "bad news sells papers"! Most people like a crisis, in fact they positively revel in it. Read 'Scared to Death' by Christopher Booker and Richard North; it's very enlightening and highly relevant to topical subjects such as Brexit and Covid19.
Oh, and it's a trifle unfair to single out the BBC.
All the mainstream media promote bad news.
