No is the short answer, the original PCF7930 transponder is a once only program device.
The remote boards are of course recyclable, but as you say it is programmed to the cars BCU and locks and locks the car remotely so not an issue.
Have a look
HERE and compare that to the alternative of paying BMW £220 for a replacement key, where all you need in reality is a new transponder
