Both reasons are still morally wrong but it could be a 'workaround' for the research and development of fracking.
Surely the question should be “why is U.K. taxpayer £’s being used to fund this?”

Given China’s complete disregard for patent law and Intellectual Property rights I would find it difficult to believe that such actions would be sensible for any right thinking person.

But ...... - thinking about it - we are not talking about “right thinking people” here - we are talking politicians - so I suspect this is the most likely explanation.
