Keep an open mind on this, as it could simply be a case of human input error. eg 25.0 litres against 250
The fact that they let them race, suggests that it is an explainable error, that will not affect the outcome. This is ignoring the ferrari influence, both with the FIA and the circuit, and it being the last race with no major affect on the outcome of the championship.
