The pump pick up and spill return pipe are both on the same side of the tank - the offside.

The reason the UBP ends up sucking air when the ITP fails and the tank level drops too low is that the self priming valve that sits on top of the ITP is exposed and open - it only shuts with pump pressure when the ITP is working.
