Commutator looks pretty knackered to me with the wear off the diameter plus the big burn marks across the comm bars. Judging by the 'brushes' it's only been running off the pig tails. This may also be a sign of burnt out windings.

I would see if the comm will clean up, use a strip of fine sandpaper to get it back to nice shiny copper and clean up the commutator slots. When I was an apprentice at the railway depot dealing with DC motors, you slot and vee the grooves. Use a thin blade to clean out the slot, then run a 'V' shaped blade across the slot and then a quick run with sandpaper to take any burrs off. Blow out any dust (or vacuum out)

You may be lucky. Another thing to do is wrap a few strands off bare copper wire around the commutator and check resistance to the shaft of the armature, this will make sure that none of the windings are shorted, on a comm that size I would expect a good few thousand Ohms resistance if good.
