Statistics are like that dream about lying on a luxury yacht in the Mediterranean - you can make it what you want it to be.
There is no reason to believe either of those views are accurate. The actual number of deaths may in fact be far higher than the reported number, in the same way that it could be far lower.
The current official metric provides a measure which I think is actually not a bad metric in the absence of anything better.
