That's not quite right. The French form asks who was driving the car at the time it went through the radar. That is the person who gets the fine and points on their license.

Another thing. It is the CAR that's insured over here and any person with a valid license and permission from the owner can drive it. For instance all the valid family members can drive it on the same one insurance policy.
