Probably designed that way. You wouldn't want the ABS light coming on when the car was on the rolling road at the MOT test where it only drives the front or rear wheels at a time.

What happens if you unplug a sensor and then plug it back in? The system should self test and reset itself, but I haven't tried it myself.
