I would also check how the handbrake has been 'adjusted', again I know from experience they do have to be set up with the cable and the cams correct, particularly if it's been adjusted to compensate for a stretched compensator where I had similar problems of being able to adjust so it would hold on the handbrake but not overheat (prior to my knowledge of the compensator and fitted a modded one)

Agree with the above, on a slightly different approach, are you sure its the handbrake and not the footbrake? calipers are known to stick?
