The rust where the pads touch is not the surface rust you get when the car has been standing, this is eating into the disc. I've seen some really bad ones on another car, so bad I spoke to the driver.

Climate variation perhaps, most of our precipitation comes in the form of white stuff during winter, and with temperatures so low that no moisture forms.
