Default Hi Line Problems MK2

Ok guys going to turn this over to you again.

Bought the car with this problem.

Hiline stereo does not turn on, no orange light no reset works.
Tv does turn on but blank
Found the radio tuner and a/v tuner in boot both been underwater
cdchanger whirs and clicks
gps in boot has power light and spins nav disc.

I removed both units and completely cleaned up harness
I checked both fuse 11 and 22 and they are fine.
I have replaced the radio tuner with a new one and plugged it in.
But no change
SO
does the system actually need a tv tuner to complete the system, or should the radio tuner have worked.
is the lack of orange light on stereo mean the head unit is gone.

Ive read plenty of them Andy, and not one of them answers the question of whether the complete system needs to be in place.
They have all got me this far and im grateful

OK I WOULD SAY

1 the video modem is for the things you see on the screen ie the radio channer you are on, you cant see what your trying to tune in if you dont have this workin,

2 The radio tuner could work try turn the big black nobs and see if you hear anything i would say there both goosed tho with the water damage

3 i would say this is due to lack of power no light means no power but am sure somebody will be along soon to help more
