just a theory, but is the local station FM?
I'm not sure a single jamming device would do all this obscureness, if all the devices were on the same frequncy then wouldn't there already be problems. I know nothing about jamming devices but wouldn't think they would modulate through all those frequencies.

Yes, the station is FM although I know the signal is very weak as they only cover a relatively small area.

I think we need a physicists as I an too old to remember. but FM is obviously frequency modulation, therefore it runs thought a spectrum quite rapidly dependant on the wavelength (i think) so it would disrupt a lot of people's RF signals if it was set wrong.
I may be talking a lot of tripe.

Had this twice, TF, once in Aylesbury outside Argos, my 75 and a bloke with a people carrier, and then outside my house, my 75 and a mate's 3-series BMW.
