I've never found standard paint thinners to work with Hammerite. Hammerite thinners has a very distinctive smell so I'm not sure what is in it but I've used petrol very sucessfully to thin down Hammerite and clean brushes afterwards.

I'm not a fan of powder coating, it goes brittle and is prone to lifting with moisture.
I now use Bilt Hamber products and have found them very good indeed. Hammerite in my mind has lost its edge.

Default Deox c

Its an epoxy two pack coating knocks spots of hammerite not as glossy though, not sure how big the parts your painting are but rather than shotblasting them buy yourself some of the deox c and leave them soaking in a bucket overnight and it,ll strip the rust right off the stuffs amazing ,If there heavily rusted it,ll still do it but you,ll have to give them a wirebrush every couple of hours
