It does appear that the webbing has been neatly cut off the doner car.

The air bag system has a capacitor in it which needs to be drained of 'tricity or it could set off the airbag by accident. That is the reason for disconnecting the battery and waiting 20-30 mins before working on anything airbag related

Just changed mine,i think the webbing is there to allow you room to pull out cover so you can disconnect it and put in new cover without disturbing air bag.
May also be there to stop your passenger getting smacked in the face when air bag goes off.
