Stranger things have happened.--- Best they hedge their bets.---

Bearings have been known to seize solid and spin around on the shaft they are mounted on. It's not like the inner race is a press fit on the shaft.---Just a push fit.

You wouldn't want to say to a passenger---look somebody has lost a wheel--as it came rolling past you, only to find out later it was yours.---

If the rear wheel bearing was to seize while the car was in motion, that tab of mild steel wouldn't do much.
