It flapped up on hinges, when the airbag deflates it is still attached
That particular wheel has three parts that flap in different directions, I think the rover one is one piece but still hinges in the same way |

er, i think we are going around in circles a bit, the hinges are inside, the torx screws just hold the whole unit on the wheel.
Maybe someone else can explain it better!  |

Look closeley at the front face of the airbag & you'll see a faint outline, this is a very weak seam which rips open on deployment & the bag comes through the hole
