For me (the average joe) the MOT test is the yearly health check for my car. Yes you are completely right that any time after the test a component could fail and make the car un safe, but its better than nothing. As there are owners out there who do very little or no maintenance on there car. I for one would see no problem in having an MOT required by law multiple times through out the year if that keeps cars to be more road worthy on our roads.

TBF, I didn't check all the brake pipes for rust - the bits I could see in the wheelarches were rusty, but not that rusty, and one was changed for MoT before I bought it last year. It doesn't matter how many miles I drive, I don't suppose, short of driving in salty water a lot, that I could make the pipes rust any quicker. Perhaps the state of the handbrake, described by me elsewhere, is an indication of a lack of thoroughness by the previous MoT tester, or perhaps he was just a mate of the dealer that sold me the car. It obviously wasn't leaking before the MoT, as I checked the brake fluid level monthly, and it never needed topping up. But if my mechanic stands harder on the brakes than I, or other testers tend to, in order to test them, he is keeping me safe.
