Governments (or we should say Civil Service) have always been poor legislators and in this now woke times have become even worse. Take the slow walking in roads tactic. There was already adequate legislation on the books but a numpty judge said it wasn't insufficient. Hence the "need" for Section 12. It would have been much cheaper to get rid of the judge telling him his facilities were not meeting the required standard.
