Default Lower bumper damage

Bumper by David870, on Flickr

Whilst reversing from a friends drive I caught a post. I've never done any bodywork repair. Any suggestions how to repair it? What type of filler, emery paper etc. I bought some touch up paint (Zircon Silver) a while back for small scratches off a company online but it wasn't a perfect match. I'll need a can of spray but trying to get a good match? I also dislodged the bottom part of the bumper and pushed it upwards but the gap is still too big and protrudes at the front of the headlight. I don't want to push too hard. Is it possible that there are retaining clips that have snapped off? Thanks for any help
