Default International Driving License

I am returning to the UK in late January 2014 for a one week holiday. I have booked a Hire Car for the duration.
The problem is that my Portuguese Full Driving License has not been renewed by the authorities although it was applied for in August 2013 (Original due for renewal in September 2013 - this delay is not unusual!). This is covered by a Certificate that states that the License is valid until 17 Feb. 2014 but can only be used in Portugal!
I have a valid International Driving License, but I believe that this has to be supported by a 'Valid EU License' which I don't have - only the covering certificate...
Is it probable that the Car Hire Co. will not allow the hire to proceed?

Best people to speak to are they hire company, they will tell you what you need.
