Default OEM licence

Just a quick question.

Can anybody tell me, with any authority, whether a Microsoft Windows XP Pro OEM licence transfers with a transfer of ownership of the PC in question?

I know the licence dies when the PC dies but I've just been told they are non transferable either and I don't believe it.

Can anybody help please?

According to Microsoft Terms and Conditions
You cannot sell a Computer with a Previously used OEM operating Licence on it.
Licences cannot be transferred between users or to a new user unless they are the first user of said licence.
Upgrading a Motherboard also now requires a new Licence as this is considered a New Computer by Microsoft Licencing.

Of course it is done all the time,
but if you are a Microsoft Registered System Builder you could find problems for yourself.

It's bad news I'm afraid Paul. An OEM license is restricted to one machine in its lifetime. When the PC dies, the license dies with it... Sorry.
