I see the OP has a Diesel. Then the vacuum theory is certainly out, as it has no throttle!

If it is a sort of whistling noise then you may have a leak somewhere on the inlet side after the turbo charger. Check the air hoses into the inlet manifold for leaks, and the manifold itself - not unknown for them to leak at the sealed joints.
