Default RPM, Key Programming and full T4 scan

Hello all, I live near Edinburgh, but have a daughter in Middlesbrough and seem to remember there is someone in Yorkshire who has T4 software. I need the revs increased from 600 to the recommended speed. Speedo has stopped and and also. Changed bearing on front right wheel and and sensor, to no avail. Checked fuses in engine compartment and glove box. Also need spare key programed, have key and chip to same spec as the one key I have. Any advice or help gratefully received to get my lovely old lady running the way she should, but not at BMW prices.
