Take care indeed, That's it in a nutshell, Hard up councils have been given free reign to cash in and generate revenue from the motorist from what I've read, They will penalise the slightest infraction into a pop up active travel cycle lane or Bus lane, Engine idling whilst stationary, yellow box junctions are their biggest earner (mind you if you block those you deserve it) etc.

London has just started to install 650 cameras on the north circular & south circular roads ready for the ULEZ next year

O.K. It was my fault pulled out a side street to join main road going out of Mountain Ash,no 30mph signs between side street entrance and speed van, which i did see, but didn't realise i was doing that speed. The worse thing is i have been campaigning for 2 yrs for speed restrictions in my home town.

Councils can only enforce de-criminalised or civil offences with fines. So offences like speeding & jumping red lights will be staying with the police as they're unlikely to be demoting those to civil offences.
