If you lived out in the country as I do then the minimum distance is, maybe, your NEAREST super-market.
Do all your shopping in one place to help stop the transmission of the virus.
You're hardly likely to spread the virus, even if you have it, whilst you are going shopping in your car.--

Same for me where the nearest supermarket is 8 miles away. That is why we shop online so as to reduce the interaction with other people.

Like the meaning of 'local', what is an 'excessive distance' is subjective, and is open to interpretation. LA/county boundaries are one way of helping define this and is likely something that an enforcing officer will take into account when forming a judgement as to whether an offence has been committed.

LA/county boundaries will not be taken into account. It will be decided solely by distance and whether the area is rural or urban

I don't believe that can be said definitely. It was not the case with the two young ladies who were fined in Derbyshire.

Regarding the drum/burning I would speak to him telling him its a pain in the ars- (nicely) smile and keep it low key- It helps if you are 6' or over! but smile and DONT engage in any verbal fisticuffs but just turn and walk away if you get a hostile reaction. £ to a penny he is fully aware he is breaking all sorts laws but he has got away with it for a long time, Best of luck Opening gambit might be "Dont want to get to close mate with the Covis19 but----" And have your mask on. Smiling with your mask on doesn't always work Chris.

Talking of toxic smoke I remember Alan Titchmarsh writing that you shouldn't cut laurel leaves as they give off a minute quantity of cyanide and it's also given off when they're burnt. I've always remember him saying it but I've never heard it anywhere else.

Its when you get out of your car and into the shop you are most likely to catch it when you interact with others
