Default Seat ECU PCB Leaking?

Okay, since my ECU gave up the ghost I thought I'd open it up to spot if there is anything obvious going on (blown capacitor etc). First thing I noticed is that someone had written "Rover 75" on it, so I'm guessing it is a replacement one from a scrappy before I got the car.

On opening it, it looked as if the main chip has leaked over everything.
In my years of working with computers I've never seen this. Blown CPUs usually have burn marks but never seen leaking ones.

Since this I've seen two others with exactly the same type of leaking. Which got me thinking that maybe it's a varnish of some kind? If it is, then it's not uniform, i.e slightly different colours and different pattern, just seems very weird.

Also, if this IS the problem, I'm guessing that it's a design fault, is there a newer, nicer, longer lasting alternative?

It's very weird that they only put it on a few bits though

But hey, at least it means that my second hand one is possibly gonna work this time
