Default Air Con compressor

I have had a look in the Tech section and cant find the answer, So is there a way to test the clutch operation on the Air-Con compressor? I have looked underneath and when air-con is switched on (Engine running) the compressor is not going round, Fan etc is working at full chat.

Would putting a direct feed to the Red wire on the compressor activate the clutch whilst the engine is NOT running??
