At T-Cut's request, photo from above. I poked a white wire up the overflow pipe and as you can see it just comes out against the lip of the central fill point.

Thanks Steve, that confirms how the 'overflow' pipe functions. It's clear that it only serves to drain minor spillage around the neck when the tank's topped up. I don't think that was MGR's original intention, but we'll probably never know.
