With all pipes clamped and still spongy, replace master cylinder.
ABS modulator.

If there is air in the modulator can you get it come out if you brake gently at low speed on loose gravel ?? ie. make the modulator valves work by locking the wheels.---------

Yes it will help but it may not purge it all in one go.
