Who said that the driver actually has a valid license?

If you are the cause of a collision then there must be a retest.

And, because you are clearly unable to drive your vehicle in a safe and considerate manner then the test is to IAM (or similar) standard.

The costs and time involved are totally down to you, you cause a collision, you pay for it.

If you don't cause a collision then the status quo is undisturbed.

Too harsh?

Not in the slightest - excellent idea.

Good point. A sad reflection of where we are today - but a good point nonetheless

Its likely the driver is already disqualified- I have always thought disqualifying drivers is a pointless, they usually still drive but without insurance, the law only works if people comply/obey and we have a society which has been encouraged by those seeking power to only obey those they think they will. The only thing that will stop him driving is a gaol sentence (or death), they are not bothered if the car they are driving is safe, legal or insured, they have a licence are banned or not, they buy a banger and if they are unfortunate to have it confiscated they buy or steal another one, they don't give a toss to be honest!

I don’t have a problem with it - and I regularly have meetings in Oxford so use it a lot. It is a vast improvement on what was there before - but it is now a victim of its own success and as you say - it does need upgrading.
