I think it's probably a good change. I got my licence in 1994 so I can tow a trailer but I'm not sure what the big deal is and don't think it needs a separate test really.

I’m rather pleased-I was eyeing up doing my trailer licence so I’m able to buy a car trailer to move vehicles about. Beforehand I’d have to be very careful of calculating the gross train weight so I didn’t exceed the limit of my licence, now I can tow up to 3,500kgs, which exceeds the capacity of most cars. Result!
