What operating system are you using and what chipset is the serial converter using?

Silly question: How do you kow it's not recognised?
I had a serial converted and when I used it on my Vistal laptop nothing visible happened but then I noticed that an extra serial port had appeared. It was already supported and the nitification if a new port was not shown.
