Default Noisy Tyres!

My recently acquired 75 diesel has budget tyres on - 2 are Maxxis and 2 are Prime Well. They are around half worn and give a very noisy ride.

The noise becomes noticeable from around 40 mph and gets louder as I go faster until it peaks at around 65 mph. It then decreases a bit at 70 and above.

I have tried swapping them from the back to the front and vice-versa and I think it is now a little bit less but not much. I cannot pin point whether it is the front pair or the rear ones or both.

Does anyone have a similar experience and are there any recommendations for moderately priced tyres that are quiet on the road?
