Rear Arms

According to RAVE the bolts on the upper rear arms should be tightened with the full weight of car on suspension has anyone not done this and noticed any difference in suspension height.

is it possible that the inner part of the bush, will twist inside the rubber if tightened with wheels off the ground, once weight of car is on wheels?
