I'd try a bit of elbow grease before buying a headlight restoration kit.
Mine were yellow and rough to the touch, but a good rub with some G3 compound followed by a finer one brought them up to this -

I had some success with TurtleWax headlight restorer, about £8 from Halfords.

Thank you all for all your info thus far. It looks like I have my weekend job planned. I have just had another look at the bumper. I think it is the same colour as the rest of the body work. Would the colour change/fade over time? If I knew in advance that I was going to become this "obsessed" I should of waited for something a bit neater. I am not complaining as I love it already. It gives me something to do I suppose. A good friend of mine has 3 BRM's and I never really understood his obsession until now!
