I gave up trying to fit new cam end covers and refitted the used ones. They have stayed in for several thoudand miles though I'd prefer to have fitted new ones. Perhaps only possible with the engine out?

No , it's quite possible but it is awkward
As said above , you need to devise a lever to press them in squarely . A 12" or so length of 2"x1" as the lever and a shorter length to provide a pivot braced off the inner wing . If they are not fully home or not square , they will come out !
