spray some WD40 around the top of the wiper arm nut and gently wiggle the arm about , and I mean gently

I got the impression he wanted to remove the wipers to get at the white scuttle clips and seal them or?

Original OP is from 2009 so who knows ? but Haydn was I think referring to the pollen filter hopefully and if so the link will help him or others

The wiper arm spring loading is the villian of the piece so for a start don't entirely remove the spline nut (undo it at least a couple of turns) then once you've mastered the wiggling/tugging bit everything should free up sufficient to remove the nut and extract the arm and taper collar safely.
