Fault codes P1471 & 1472

Good evening,

I had a failure in my annual checking due to poor emissions:
CO was 1.34 (should be 0.2 at max) and
HC was 135 (should be 100 at maximum).

Then I checked the fault codes:

P1471 Variable intake manifold actuator 1 - valve always closed Variable intake manifold actuator 1 function - valve always closed Yes
P1472 Variable intake manifold actuator 2 - valve always open Variable intake manifold actuator 2 function - valve always opened Yes

The smartbox receipt says:
p1472 Variable intake Butterfly Valve, always open
p1471 Variable intake Balance Valve, always closed

I also noticed some misfires from the test screen while checking the emissions. Are all these related? And why there weren't any warnings..?

Any suggestions?

VIS motor failure, hot topic on here at the moment do a search for VIS motor testing
