Exclamation Battery drain

I am getting a drain on my battery when the car is locked up and not in use.
I have traced the problem to the under bonnet fuse FL3 which is drawing about 1.5 amps. Can anyone tell me what circuit this fuse controls.

The following fuses (interior fusebox) (& others possibly) are fed by FL3:

F1 20A BCU for electric windows.
F4 5A RH Front window switch & Mirror control switch.
F5 5A BCU for wash wipe, interior lighting, et al.
F20 20A Inertia switch.
F22 15A Radio and CD player.
F23 20A Sunroof control unit.
F26 5A Immobilizer Control Unit.
F27 5A Instrument cluster.
F28 15A Horn, Clock, OBD2 socket.

And finally the Headlight washer relay R3 & F30 30A.

Have you waited for the electric window red LEDs to go out before taking the current reading ?
