Question So why change the fan, loom and all?

I'm recently from .org, where I sought advice on my 2.5YO 75 Diesel Tourer radiator fan recycling on for two or three seconds every twenty, and got advice that the low speed resistor on my two speed fan had failed. (And moved over here to this more 75 specific site and very pleased to have found it, thanks to Julesbass).
Silly question - why did my Rover dealer want me to pay him to change the whole fan and loom, if it really is only the resistor, which I assume sits in the loom. If he needed to get the fan (and hence loom) out in order to replace it with a new one, (mucho money) loom and all, why didn't he know enough about it JUST to replace the resistor (upgraded or not). Actually, I think I know the answer, but is this linked to the apparent worldwide shortage of these fans? I have to say that if my garage hadn't had difficulty finding one, I'd have gone ahead with the replacement, without researching it all on .org and finding Jules and hence this forum.
I've since started the process of incorporating Jules's resistor upgrade and now that I've had this advice, feel much more comfortable going this way than renewing the fan, but still with the SAME resistor.
PS I live in Australia and the resistor presumably would be under a bit more pressure than in other parts of the world, wich leads me to wonder I should put an even bigger resistor in!!

Roger I moved this as info threads are not really the place for too much discussion.

I think you probably know the answer there is more profit in changing the whole thing for a dealer but on top of that fault finding to verify and then fit the resistor would also cost you in labour at a dealer and the last thing they want is a customer coming back later complaining.

If an approved body like X part introduce an official resistor replacement kit then we may see that adopted by the dealers but until then I think they err on the side of caution even if that is at the customers expense
