Back to basics...
Could a vehicle manufacturer still build a car without an ECU, go back to basics with simple electronics etc?

I wonder if there are any rules that would prevent a vehicle being made without an ECU?

In order to get the demanding emissions correct I suspect it would be virtually impossible to produce.

Yep - it would be impossible to meet current (and future) emissions standards as well as driveability combined with economy and safety standards.
Just think of what diesel engines were like before the adoption of sophisticated enging control algorithms. |

Car engine trikes are the way forward, distributor and coil a bit of fuel and away you go

Briggs and Stratton Vanguard V-twin with solid camshafts? (Camshaft's are the weak component in a standard engine)

I have a 16 hp version in my old wheelhorse ride-on, minus cutting deck, ungoverned and geared for about 40 mph, great fun but painful.
