The "other substances" are painkillers, tranquillisers (which also serve as muscle relaxants) etc which are all more than likely medications related to his back issues.

Evening Rich,

My understanding, having read the link, was that Woods was not impaired.

As stated in the title of the article.

"Was Tiger Woods drunk or high for car crash? Authorities say no."

However in May 2017:

"In May 2017, Woods was arrested for a DUI in Florida. He passed a breathalyzer at the time and was not drunk. However, a toxicology report later showed that Woods had five substances in his body: two painkillers, a tranquilizer, a sedative, and THC"

And to leave no one in any doubt the final statement in the article was:

"Authorities are currently saying there is no evidence that Woods was impaired on Tuesday."

Regards David

David, often the typed or written word can be misinterpreted from the spoken word or talking to someone face to face. I wasn’t arguing with you about the topic of impairment so apologies if the last reply came over as such. I was kind of replying to myself having had suspicions of him being d u i of drink or drugs considering he had done it before, the article from the quote proves that he wasn’t .
